Possibly: A short lingual frenum ("tongue tied") can contribute to problems with speech, however there can be other causes as well. You may consider an evaluation by a speech pathologist to help determine the cause.

Depends on situation: A speech pathologist will usually do an oral/motor exam to see if the tongue can reach all the places in the mouth needed to make the sounds needed for coherent speech. If the sp finds that your kid is normal, it is unlikely the procedure would improve things.If no one has done that exam, that would be my first step.
