Yes: Frequent nosebleeds in a one year old are not common. Puffy eyes could be from allergies. I would seek help from your pediatrician to understand what is going on and have the child examined.

Allergy: Sounds like allergic rhinitis. See your pediatrician to get referred to a allergy specialist. Other causes for bleeds fron nose-- blood disorder, bleeding vessel inside nostril etc. Would not cause puffy eyes.
