Yes: Typically the form towards the ends of bone closer to the knee or ankle joints.

Yes: The shin bone, otherwise known as the tibia, is a common site for osteochondromas to form. Those that are most bothersome are on the inside of the bone, just below the knee, but they can also occur around the ankle, and be bothered by ordinary shoe wear.
