Yes: It is a benign tumor (not malignant) of cartilage with bone formation, but it is a tumor. Anytime you see a diagnosis that ends in "oma", it is a tumor.

Actually yes: Benign bone tumor by definition. Size and location determine if it will be a problem. Small percentage can transform to malignancy late in life.
