Not necessarily: If your BP is normal at home, congratulations! that's where you spend far more of your life. If you actually have an anxiety disorder, treatment may help -- but anxiety meds aren't necessarily the first step. Psychotherapy could help a lot. You could also begin meditating, doing tai chi, etc -- training your mind to calm your body in a wide variety of situations, including doctor's office.

Anxiety and BP: Your high BP reading in the dr's office suggests worried thinking/anxiety associated with the dr visit. This by itself may not require anti-anxiety medication, but if you suffer from anxiety in other situations it may be helpful to consider it. Cognitive-behavioral psychotherapy may be of help in reducing your anxiety.
