Hard to say: As you only provide a very small amount of information. If there is a "bump" that "appears" when you strain your abdominals, then it very well could be hernia related. But there are many things that cause right sided abdominal pain like kidney issues(stones and infections), inflammation/infection of the colon or small intestine, enlarged lymph nodes and other things too.

See your PCP: Physical examination can usually confirm the diagnosis. If a person has an obvious hernia, the PCP will not require any other tests to make the diagnosis. See your PCP.
