Eczema.: Looks like eczema but could be a variety of other things. Generally moderate potency steroids twice a day will cure this. Can use Hydrocortisone and see doc if this does not improve.

See below: I would try using Hydrocortisone cream to control the itch. I wouls see a podiatrist or dermatologist for identification and treatment.
