Neuropathy: Unless you have had this condition for a long time, the condition is probably not genetic. A neuropathy can occur without tingling, especially early in its course. Nerve conduction studies can confirm or exclude that possibility. Arterial disease can also cause similar symptoms but there would likely be pallor & coldness of the limb. Blood vessel ultrasound can document this is present.

If it is a : Specific location i.E an inch below the knee and over to the outside portion this would be a common place for a nerve entrapment...By the fibular head. See an orthopedist for a clinical exam. Nerve entrapments do not have to cause burning or numbness, they can cause. Tenderness to touch as you describe.
