White area & tongue: Leukoplakia means white plaque or patch. It can occur any where in the mouth. Hairy leukoplakia is specific to the fuzzy areas on the tongue and can be due to many things.

Tongue lesions: Hairy leukoplakia is "hairy" in nature, caused by virus and has an underlying disease like hiv. It can not be rubbed off. Leukoplakia is a white lesion that can be many different things. The lesion should be biopsied.
