Not diagnostic: Most wounds will bubble with peroxide-- does not imply infection at all. Question should really be whether you should be using peroxide at all! - it tends to kill the "healing" cells, so i personally do not recommend it.

Zero nada none: Hydrogen peroxide is an unstable compound of water with an extra oxygen atom stuck to it that atom wants to get free and causes the bubbling you can put peroxide on anything and it will bubble doesn't have anything to do with bacteria or infection. Furthermore peroxide damages healing tissue and should never be put on a wound.
