FORESKIN : It it is in a child and the skin is simply sticking back to the head it will likely resolve with further protrusion from the pubic bone with time and growth.

Presume your child: Most "problems" after infant or child circumcision aren't a problem. Penile shaft skin is very loosely attached & is easily pushed forward by normal fat developing under skin in pubic area. This causes penile adhesions which separate by themselves as child grows. Occasional boy can have skin bridging wherepart of circumcision scar growstoether to glans & needs correction. Too little skin a problem.
