Poor correlation : Both of your questions can be answered by a simple blood test and a BP measure. The neck pain or headache is a very non-specific marker for either.

Neck pain.: There are many more possibilities than hypertension and anemia in the diagnosis of neck pain. It would behoove you to seek a medical evaluation locally for your neck pain.
