Moderate allergy: Alternating congestion is simply moderate but not severe nasal congestion compounding the physiologic nasal cycle. Normally one nasal passage works while the other rests. The cycle switches sides ~every 15 minutes. Mild to moderate nasal congestion adds a little more blockage & makes one aware of the normal process. So this is more likely a typical allergy than permanent hearing loss.
