Incisional: You are describing an incisional hernia either at the end of the sternal scar or at one of the cheat tube sites. Should be alright to exercise lightly. If the hernia is painful or enlarging, see a surgeon before doing too vigorous exercises.

See a doctor: Tissue, including intestine, can get stuck in the hernia. This can be painful. The blood supply of the stuck tissue can also be compromised, which can be dangerous. You should be evaluated so your doctor can gauge your risk for these problems. Working out with weights can make your hernia bigger.
