Stable: Depends on how stable the lupus is, any lupus internal complications (kidney, etc), blood counts, which meds you are on (especially steroids). May not be unsafe but make sure you really want breast aug. Ideally you are happy, good self-esteem, just want a little help in the chest. Bigger means more male attention but doesn't change the most important part of your sexual persona: your personality.

Discuss with rheum: You may want to discuss this with your plastic surgeon as well as the physician who is managing your lupus who may have strong opinions one way or the other. Generally speaking implants should not effect the lupus or vice versa but there may be concerns or approaches that may be modified based on the severity of your condition and medications used to treat it.

It's safe: Breast implants have never been proven responsible for any connective disease such as lupus.

Lupus: Breast implants should not effect your condition, however, your condition can effect your surgery. Depending on how stable your lupus is and how you are managed may be important to insure you have the best possible result. You will need to discuss your situation with your surgeon and also the doctor who manages your lupus.
