Somatic dysfunction: Areas of the body that have had a disruption of the anatomy- including blood and nerve can later develop tissue texture changes, dryness, itching. See if you can find an osteopathic physician to evaluate the area to see if it is causing anything but cosmetic problems. Also good to evaluate for possible skin condition.

Circulation issue?: Along with the discoloration and itching, does your husband's leg also swell and "feel heavy"? If so, it sound like your husband may have a condition known as venous insufficiency. He will need to see a vascular specialist and have some circulation tests done.
