Find?: It is there or it's not. A hangnail is a nail that is hanging off or partially torn. If its not there - don't go looking for it. How to cut? Very carefully. Slowly, make sure you don't cut your skin, apply antibiotic afterwards, if any dought see the podiatrist to cut it.
