what's the best way to heal a popped ligament, due to a dislocated/fractured ankle?

Who is taking care : Of the dislocation?/ fracture?
How is that being fixed? Any damaged ligament will likely be addressed in the same manner. So if surgery is considered, then the surgery will deal with the ligament. If the ankle is being casted then the ligament will heal in the same manner the bone will.

Immobilization: Immobilization is key to holding the ankle joint in the proper position. Whether you had surgery or not for the ankle injury, this can be done during the healing process with casting or bracing. Long term, you would want to continue additional support items and during the rehabilitation with physical therapy strengthen the surrounding musculature.
