Eyelid irritation: If the skin under the eye is irritated but the eye itself is normal, the issues is likely inflammatory in nature. If should resolve with topical Hydrocortisone cream 1% 2x/daily for 7-10 days. If no resolution or worsening or if the eye is involved, you should see an eye doctor.

See eye doctor: You may need a steroid based ointment prescription for definitive results. In the meantime, put a drop of baby shampoo on your palm and dilute with water. Take your index finger and stir it and wipe your lids with your finger. Then take wash cloth and put under warm sink water and use as compress on eyes.
