Pinch test: We all need some subcutaneous fat or we would look really gross. If you want to know if you have excess fat amenable to liposuction, grab the area of concern and lightly pinch it between thumb and forefinger. If there is less than an inch between the two, then it is mostly skin and lipo is unlikely to work. Also if skin is hanging over, lipo alone is unlikely to work.
