Yes, it can: Acute and chronic sinusitis can cause sinus headaches, cheek discomfort but eye and lip pain is concerning. Need to be seen by physician and even ENT evaluation if necessary to make sure there is not a serious sinus infection involving eyes etc. Lip involvement seems less likely in sinus infection.
