It's bleeding: Because it's cracked. You need to stop the bleeding then you can try moisturizing the heel. Oftentimes, there is some dead tissue that needs to be debrided or trimmed away but i don't recommend for you to do that, a podiatrist should.

Moisturizing lotions: There is a need to clear up the bleeding from the cracks. See a podiatrist if these lotions don't help enough. I like water-based moisturizing lotions. My favorites are dml lotion and dml forte cream. Get it checked: Sounds like your heels need to be checked out. If the skin is open like that you are at a higher chance for an infection. For future prevention use a pumice stone on the calluses and lotion on a regular basis.
