Not usually: Not normal -- but possible. Bleeding heels means that there is severe damage to the sub dermal skin structures and damage to the capillary layer. The need for intense moisturizing is necessary to heal. See your local podiatrist for remedies!

No.: The cracks have propagated through callused tissue and have created a split in the skin. This needs to be treated properly so that your pain is reduced and there is less likelihood of an infection developing.
