Ophthamologist first: Evaluation by an ophthamologist. May be iritis or keratitis which needs to be accurately diagnosed. May also be a ptyergium that can be made worse by dryness. Check it out with a specialist.

Inflamed eye.: What your are describing is an inflammation of the eye. You should see an ophthalmologist for en evaluation. This is not a vein problem but rather an eye issue.
