See a Doc: Lower back pain is not typical in a 13 year old. It would be best for her to see a doctor, particularly one who is used to dealing with these issues in kids. Your pediatrician should be able to help you and if not refer your daughter to a specialist for further evaluation.

Pain indicates : There is a problem. So, for starters i would recommend she see her pediatrician. From a foot doctor's perspective this is not an uncommon finding in someone with a flatfoot. Check her feet, if flatfeet are present an orthotic or arch support should be consider, however, the pediatric visit should come first.

Rest,Ice,Anti inflam: Dr kass' answer is correct, but ice it, antiinflammatories such as ibuprofen, and rest may help until firther DX is made.
