See a dentist: If your sister has swollen gums around a wisdom tooth, she should make an appointment to see a dentist to have it evaluated. In the mean time she should start rinsing with warm salt water rinses immediately. 1 tsp salt in hot water( not so hot she burns herself). Hold the water close to the swollen gum as long as she can. Repeat until all the water is gone. Do this often until she can be see.

Remove them: Infections related to wisdom teeth can become a very serious problem if left untreated. Your sister needs to be evaluated so that the appropriate treatment can be provided for her, which may include antiibotics, and/or recommendations for removal of the wisdom teeth when appropriate.
