Seems unlikely : Low blood sugars stimulate a counter regulatory response whereby hormones including adrenaline and cortisol are secreted into the blood stream to help the body make more sugar. Both of these hormones tend to increase blood pressure. When the brain is deprived of its fuel source counter regulation works in a way to keep up the blood supply and glucose feeding the brain.
