Constircts vessels: Smoking constricts blood vessels leading to decreased oxygenation and increased carbon dioxide in tissues. This impedes healing. The 100's of chemicals and carbon monoxide in cigarette smoke harms tissues and impedes healing. Can't be good no matter how you look at it.

Smoking: decreases blood supply to the disc and nerves causing it to slow or halt healing altogether. Decreasing or stopping the smoking will help however it may take months before blood supply can return after cessation. Generally speaking though, you may want to see pain specialist about what your options are. Surgery is not the only option.
