Needle in artery!: In a hospital/icu setting, the best readings are obtained with a catheter inserted directly into an artery. It's the best because the reading comes directly from the blood vessel. I bring this up to point out home blood pressure cuffs are a rudimentary device that indirectly measures blood pressure. Don't think there is a "best" option. That's why we do several readings over time to assess.
