Ingrowing nail: You may have a granuloma or something of that sort. It could also be a blister or dermal tag. I would go see a podiatrist (me) and have it checked out.

See a podiatrist: It could be a abscess, ingrown nail, insect bite, or foreign body... To name a few. Have it professionally evaluated.
