Doctor can evaluate: Rashes are hard to describe or visualize using words. Tiny blisters on skin without itching or oozing can be a variety of things, including eczema, allergic reactions, chemical or irritant contacts, folliculitis, etc... A primary care doctor can evaluate to see which cream or medication should be tried first. One needs an in-person exam, or a virtual eMedicine exam via video with a good camera.

Hard to be sure: There is a chronic condition called dyshidrotic eczema that can produce the symptoms you describe. However, a thorough review of your history and direct exam would be needed to confirm or exclude this. Your primary care doc could sort this out & suggest treatment options.
