Tendonitis: What you are calling a vein i believe is the achilles tendon. It is in the back of the ankle inserting into the heel bone. The tendon can be inflamed or it could be an inflamed bursal sac. I would recommend evaluation by a podiatrist. You could try to elevate the heel with any one of many products. (heel lift is one).
