Yes: Cool compresses can help a lot. Make sure your eyelid skin is well moisturized to ensure it appears youthful. Artfully applied foundation and shadow can help a lot. If you have persitent puffiness around the eyes please check your thryoid status. Finally, if strongly desired, consider a cosmetic evaluation.

Unfortunately no: The appearance of bags or dark circles can be minimized or hidden with cosmetics, but there is no terrific cure. Even surgical and laser treatments have variable results. Cool compresses and even over-the-counter hemorrhoid creams can decrease some of the "puffiness" of the lids. Try different concealers as well.
