A number of possible: It could be dead skin and underlying tissue from a pressure spot or even malignant melanoma. Have it checked and possibly biopsied by a podiatrist. Soon!

Nevus or Melanoma: If it is round and has regular borders, most likely it is a mole (nevus). If it has irregular borders and has been changing in size and shape it could melanoma. Your mother's podiatrist needs to biopsy this to rule out the latter. Even though there is less than 1% chance that it is melanoma, i would want to make sure it is not.

Wart or Melanoma: Any black spot on the feet has to be examined by a trained podiatrist or dermatologist who will take a biopsy of the lesion. Don't let the black spot grow into a bigger problem. Warts are viruses that can be treated successfully. Melanomas are skin cancers that can spread very quickly throughout your body.
