Many possiblities: Rashes are nearly impossible to diagnose correctly without seeing them, especially with so little information. Do the bumps hurt? Do they itch? Is the bleeding because you're scratching? Is the rash anywhere alse? Do you have any other symptoms? This is a problem that is best handled by a doctor who can examine you.
