No: A small amount of blood oozing at the time of administration of the test is OK. No major bleeding is expected from Mantoux test

Not usually: You are supposed to inject as small amount ( 0.1 ml. ) of the material into the very upper layer ( epidermis) of the skin. There are a few capillaries there so there might be a tiny bit of blood but not usually.
