Overall yes: Both have no or very limited calories (a good thing), both have bubbles, can be refreshing, but can also cause gassiness, bloat, etc. Sparkling water wins because you retrain your taste buds, so they don't continue to "crave" intense sweet taste. Sparkling water has no artificial sweeteners so you avoid whatever controversies exist re: short and long term safety.
