Not always: No but during any infection or allergies you can feel congested.

Hopefully not....: There are effective treatments for COPD that should lessen your symptoms over time. The most important thing that you need to do to decrease airway inflammation as well as your symptoms and slow disease progression is to quit smoking and avoid second-hand smoke as much as possible. Your doctor can help with smoking cessation.
