Most likely: It is likely some scleral/conjunctival pigmentation or a nevus (eye freckle). Ocular pigmentation is common in patients with darker skin pigmentation. You should see an eye doctor just to be sure though.

Maybe: Without an exam there is no way to know for sure. It could be a harmless nevis (birthmark or freckle or mole) but being that young without much sunlight exposure, you should definitely get your pediatrician's opinion. They might defer to an eye doctor.
