Yes: It will loosen the secretions that are impacted on the bronchial walls. For better result use mucolytics & adequate hidration. Another option is to nebulize saline (0.9%) or even 6% saline that serves to expectorate.

Somtimes: Sometimes people with COPD can have thick phlegm that can make them short of breath. Steam can sometimes help loosen the phlegm to help it come up.
