With caution: There is a caution about combining the two agents as both can increase the risk of bleeding, by different mechanisms. This however would be true of any serotonergic antidepressant. You should discuss any concerns you have the prescribing physicians.

No it is not safe: Plavix decreases the production of blood clots and makes a patient's blood "thinner" by interfering with the activation process that causes platelets to stick together. Cymbalta (duloxetine) can intensify this effect. As a result, taking Plavix and Cymbalta (duloxetine) can result in excessive bleeding which can occur anywhere in the body, including the brain.
