Can be: If one eats many sweets & cookies & doesn't brush & floss teeth, the sugars can form acids that damage enamel of teeth. Even simple rinsing with water after eating sweets can help remove some of the sugars, but daily brushing (twice a day) & flossing can remove harmful sugars. Regular dental checkups are important, too.

Yes: The sugar in the cookies is food for the bacteria that cause cavities. If you brush right after you eat it will lessen any negetive effects.
