Wow: The proximal tibiofibular joint is where the top (knee end) of the two bone in the lower leg come together. The it is the tibia, not the fibula that articulates with the thigh bone (femur) at the knee. While the fibula is the attachment for tendons and ligaments, it is quite uncommon to require the surgery you describe. One indication might be if there were painful instability of the joint.
