What does "increased marrow signal in proximal radial diaphysis and distal humerus is most likely due to artifact" mean in reference to an elbow joint?

Nothing: This sounds like an MRI report. Firstly, most MRIs of the elbow are done without a good reason and are not helpful. For example in you case it has raised concerns about something that is nothing.
An artifact is a false image that does not add diagnostic info or is misleading.
