Could be: Of the two, panic would be more likely. Yet head rushes are very non-specific and could be caused by a large number of things such as drug effects, hormonal changes, blood pressure surges, sudden changes in blood sugar, variant migraine, partial seizures.

Most likely : Anxiety, but if u did not have a recent medical evaluation and work up , it is a good idea to do it for reassurance.
