Why won't they induce me? 37w5d and in miserable back pain, contractions every 3-5 minutes for 3 days. dialating 1cm a day so far.

Too early : Inducing is only appropriate when the benefits of induction clearly outweigh the risks to the mom/baby. I know it sounds cruel, but this is a pretty hard and fast rule.
