Yes: Can: yes. Should: maybe. Most conscientious obstetricians do not induce a woman electively (just for convenience) before 39 weeks. If this is your first pregnancy, and your cervix is not favorable, then inducting you now would increase your risk of cesarean section for failure to get into labor. A favorable cervix is not only dilated, but thin, soft, forward, and with baby's head low.
