May not be bites: This doesn't sound like bites. Could be some sort of contact dermatitis, like from poison oak or ivy, or something else entirely. Take him in to have it checked. It's especially concerning that he has tingling in his hand. Maybe he has shingles? It's pretty rare in a child, but could happen.
