Can people walk around with a small bleed.in the brain cerebellum area?

Yes: A very small bleed could be asymptomatic. Larger bleeds in this area could cause headaches, balance/coordination problems. In the most severe cases coma or death can occur. These situations are surgical emergencies. Any bleeding in the brain requires an evaluation to the cause of it as well as input from a neurologist or neurosurgeon as to appropriate management.
