I have had a lot of pain on the inside of my tibia about 2 in above my ankle for less than an inch wide. is this possibly a tibial stress fracture?

Stress fracture: Could be. Rest it and avoid impact exercises until pain subsides. If no improvement see an orthopedist and get a baseline x-ray and possibly an mri.

Yes: Thats a possibility. A bone scan or MRI would be able to confirm that. An inflammed or entrapped nerve can be causing pain as well.
